Language courses financed by the CPF
MANDATORY FINANCIAL PARTICIPATION
The implementation of a mandatory finanacial participationof 100 € for the trainings eligible to the CPF (COMPTE PERSONNEL DE FORMATION) has been established by the decree n 2024-394 dated 29th of April 2024.
This measure came to force on May the 2nd, 2024, with the aim of empowering CPF beneficiaries and actively engaging them in their training course.
Functioning of the mandatory financial participation.
This financial participation of 100 € is automatically applied when the training is purchased on the platform « mon compte formation ».
It is included in the total cost of the training, and must be paid at the time of registration by credit card or bank transfer. If a holder's CPF rights cover the entire cost of the training, he or she will still have to pay the €100 participation fee, thus reducing the amount of his or her CPF rights.
EXEMPLES :
• If a training course costs 1,000 € and the holder has more than 1,000 € in CPF rights, he or she will be able to use only 900 € of his or her rights and will have to pay the 100 € contribution.
• If a training course costs 1,000 € and the holder has 950 € in CPF rights, he or she will be able to use only 850 € of his or her rights and will have to pay the remaining 100 €.
Exemptions
Certain categories of beneficiaries are exempted from this compulsory participation.
• Job seekers
• Holders benefitting of funding from their employer (after 2 May 2024)
• Holders benefiting from funding from an OPCO, a branch agreement, or a group agreement
• Holders using their rights within the framework of their Professional Prevention Account (C2P)
• Beneficiaries receiving a "work accident or occupational disease" contribution (AT/MP).
Repayment
Employees can ask their employer or their OPCO to cover this mandatory financial contribution. They must pay this sum when registering and can then request a refund. It is forbidden for training organizations to offer a refund of this amount directly. For more details, you can consult the following sources :
